Red Jed is the leader of the Bearded Angels, a gang of bikers and criminals living in the ruins of late 21st century Manchester. The gangs are the nearest thing to a government that the area has.

Jed enforces gang law with ruthless efficiency, though taking care to ensure at least some fairness in the application of violence. He may be hated by those he enforces his rule over, but the threat of complete anarchy is feared even more, so there's a sort of grudging respect.
